RECENT PAPER:
Hiscox. Michael J. and Scott Kastner. A General Measure of Trade Policy Orientations: Gravity-Model-Based Estimates for 76 Nations, 1960 to 2000 Version 9/11/08. We derive a general, cross-national measure of trade policy orientations by using fixed country-year effects in a gravity model estimated with data on bilateral trade flows across 76 nations between 1960 and 2000. Finds that democracies that are both open to trade and that do not provide substantial social insurance are more prone to institutional failure than democracies that are either closed to trade or that maintain high levels of social insurance.

We generate a new index of trade policy from a gravity model of bilateral trade flows that builds on the Anderson-van Wincoop general equilibrium model of trade. The new measure is theoretically grounded in a general, fully-specified model of trade, and can be calculated using available data for a broad range of countries and years.
